The United States should substantially increase its constructive engagement with Cuba. Specifically, the President should issue a full presidential pardon to the Cuban Five, direct the Secretary of State to remove Cuba from the list of state sponsors of terrorism, formally apologize for executive accusations of Cuban support for terrorism, and offer cooperation in prosecution and extradition of people suspected of crimes against people in Cuba and the United States.
